Ministers need proper training – Herbert-Healey Proposals

One of the key functions of Parliament is ‘Recruitment of Ministers’. This is the idea that by being in Parliament, individuals will undertake jobs and task that will train them well to ultimately be a minister at some point in the future. The career of Loughborough MP Nicky Morgan is evidence of this idea – from MP to Private Parliamentary Secretary to Minister to Secretary. However, new proposals from former Tory and Labour frontbenchers suggest that perhaps Parliament is not carrying out this job adequately as they have come up with new proposals suggesting that ministers should have access to more formal training.
