The Budget and the Powers of Persuasion

The State of the Union address is always followed swiftly by the White House releasing it’s budget for the following year. This year, with the Republicans holding both houses of Congress and Obama looking for a big budget, the battle was always going to be tough. However, not only is this a useful example of the presidential power to write the budget, it was also interesting to see him try ot use his powers of persuasion: Obama offered to take some of the blame for the mid-terms in order to rally the spirits of those remaining Democrats whose support he now needs for his budget.
