Devolution to English Cities

The impact of the Scottish referendum goes far beyond Scotland, and yet further evidence of this is the Chancellor, George Osbourne, promising to give ‘home rule’ to major cities in the UK like Manchester, Sheffield and Leeds. These are touted to be London-style powers with Nick Clegg getting involved too, lamenting that ‘northern cities have been ignored’ for too long. This could be evidence of greater democratisation and decentralisation within the UK, but also could be used to evaluate the impact of the Fixed Term Parliament Act; knowing when the election is going to be has kicked electioneering up a notch much earlier than has been seen in the past. It could also be linked to parties and their own policies/manifestos as well as the wider impact of the Scottish referendum.
